The actual DSL connection is provided by Covad but that does not matter. You only really deal with the ISP anyway. The full answer to your question is not possible with the information you provided. For example, if you want to run servers or you want ISP that "speaks Linux" the answer may be different. In any case, the ISP can help you get the actual connection. A history of good things have been said about the ISP suggestions already offered. You probably can get what you need through one of them.
