well, I've been reading this thread and someone mentioned that the police/law/govt won't get involved unless the value of the assets make it worthwhile, etc (pressure?). perhaps it would be a good idea to set up a private concern that specializes in cyber security (and would have the necessary power to go after those illicitly taking resources). There are a set of problems that require addressing to make this proposal work: 1. money (need lots of it) 2. technical talent and good administrative talent 3. licenses/warrants/permissions to operate internationally and to do whatever we need to do to solve these problems 4. answerable to only one entity (this will cut down on jurisdictional nightmares, etc) 5. give the perps a choice: work for US or....... admittedly, #5 is open ended and may cause a lot of disagreement. There isn't any "best" solution I can think of. My personal opinion would be to "balance" balace these characters out of the equation (anyone here read heinlein? they'll know what I mean). There are other points that I haven't covered mostly because the amount of detail and information is not at my disposal. Granted, this whole thing souds rather extreme, but we do need to have a code of conduct on the web. There are the beginnings of one already (just about everyone hates spam, except the spammers).
