Regarding ISPs and running one's own server:

I have DSL from Qwest, but they only provide the line.  Getnet is my ISP.
Their terms of service do not prohibit residential customers from
operating servers on their own machines.  I have been doing so for over
two years.  Also Getnet gives their DSL customers a static IP address.  I
get 1.5 Mbps down and 900 Kbps up.
