Are you sure you have gimp installed and not the gimp tool kit (gtk)? I have mine in: "C:\Program Files\GIMP-2.0\bin\gimp-2.0.exe" BTW: If you download the opencd (www.theopencd.org) it has gimp with a nice installer. You must install the gtk first before you can install gimp. For animated gifs it also has 'gap' in the same section on the CD.
