I tend to use certs as personal motivators to learn more about a particular area that I may be weak in. For example, let's say I knew nothing of managing Cisco routers. I might pursue a CCNA as a motivator for learning more about Cisco. I don't think a cert substitutes for Real World Experience, but I think it can enhance it by providing more theoretical background as to why you do the things you do (assuming you actually set out to learn how things work instead of just memorizing the quiz answers). I've met a lot of techies that have a ton of Real World Experience, but lack the understand as to why they do what they do. They just know, "I press this button and pull this lever and I get the little green light to come on."
