RST flag in a TCP packet. If a SYN packet reaches a server requesting 
connection to particular port (like a SYN for port 80), and the server 
isn't listening on that port, it replies with a RST or Reset packet. In 
this case, packet captures of attempts to reach your site don't generate 
either the expected SYN ACK for the connection, or a RST of the 
connection attempt. So if the face of no reply whatsoever, either the 
SYN packets aren't reaching your router due to cox, or your router isn't 
forwarding them to a valid internal host.

I was showing what DNS record showed, and curious where the port 
forwarding information was. Presumably, you tried to set up something 
with Go Daddy that said that people trying to connect to www.volinaz.com 
on port 80 (typical web request) get forwarded to www.volinaz.com:90. 
Just showing that no such record seemed to show up, although honestly I 
don't know what such a record would look like.
