Will all this be done locally or does it have to work remotely? A local only implementation could be to use a cgi script that opens the specified file in the specified editor, using a html form. Not absolutely sure this will work, it's just a knee-jerk response to your problem. If it sounds worth exploring I'd be happy to help.
