I think that the arrogance is eclipsed only by the naivety.

Governmental agencies are aware that Linux is available - their IS staff
may not be encouraging its use but they are aware - they have to be
aware by now. Most of the world is aware of Linux, you can't miss the
ads on TV, in magazines, etc.

I am always uncomfortable with blindly proselytizing just about anything
and this is one where there is no need. What is needed is success
stories. Companies, governmental agencies, etc. that have embraced Linux
AND reduced costs.

In truth, Microsoft makes a pretty good product, still the best desktop
OS, very good Workgroup servers and though their products have
downsides, so do all other choices. 

Linux doesn't need people to push it's use as much as it needs people to
help improve the experience by writing code, documentation, assisting
others, etc.
