If you do a lot of Programming I'm going to suggest XUL for the front end and MySQL or PostgreSQL for the backend. Both solutions will work on both platforms. The XUL solution will work on more than just those two and would proably be easier to extend later. Remember to first check and see if there is already an opensource solution out there.
