<? ... ?>

<? ... ?>  is XML for start application specific processing info.  

Apache-2 will balk at the bare application processing start tag (unless the 
page has declared a default application).  It needs:

<?application_name 
    application instructions
?>

So with PHP

<p>
<?php
  echo "Hello World"
?>
</p>
