Just to make absolute sure: on your linksys router, are you just forwarding everything on port 23181 to port 23181? Or are you forwarding from 80 to 23181? If it's the latter, then it won't work because cox blocks all data coming to port 80. What you want to do is setup apache on port 80 and then have the linksys router router from 23181 to 80. If that's what you are already doing.. then I'm not sure. Cox doesn't block *all* incoming ports, though.
