apt will also work with dselect so you can:

dpkg --get-selections > INSTALLED

copy INSTALLED to a fresh Debian installed system

dpkg --set-selections < INSTALLED

apt-get dselect-upgrade

to "clone" a running box.

If you want to skip the man pages and like a GUI, try "synaptic".

apt-config is nice for making sure that things like proxy and other
settings can be saved/copied or checked for sanity or just to find
out where things are.
