Adding to definition:

An unsolicited (you didn't ask for it) bulk mailing asking you to do
something (like visit a webpage, chain letter, vote).

In some cases, it is appropriate to write custom emails to those you don't
know asking for help or advice. But in that case, it isn't bulk emailings.
