Here are a few answers to your questions; Qwest VDSL cost goes to $54.99 for 1MBS service if you do not have Qwest TV. IP is not "static" but is gets assigned to your NIC machine address. After 3 weeks in the hospital I turned my system back on and still had the same IP.
