Some comments:

1.  Are you getting a bgp feed from both ISP's?  If not, there's no real
way to figure out the best path to take.  All you can do is set a
default.  

2.  You could try to load balance the routes (two default routes). 
Problems will arrise when two packets are sent out to the same
destination but with different source address's.  I believe linux 2.4.x
with iproute2 can do load balancing based on flows - which would
overcome the above problem.

3.  Assuming that one is a Qwest DSL and the other a Cox Cable, you
could run traces to the various networks out there, and put in static
routes according to the length of the trace.  Use some public route
views to narrow it down quickly.
