I saw brand new 1GHz e-machines for $350 in December, CD-ROM, 128MB RAM, and I think 10GB drives. Fry's had 1GHz bare bones - everything except a hard drive for $200 - brand new. Your requirements should not be too hard to meet, or come close to.
