The answer is below, but first note this:

You don't want to send e-mail to Congress -- it doesn't
get much attention from most of them.

Use your handy-dandy FAX program instead.  That
produces a piece of paper they can add to the
"Pro" or "Con" stack to decide which way to go,
and it is treated basically as paper mail.
You should normally get a reply.
