This is now fixed, too. I had logged off in some
bizarre state such that when I logged in again the
panel capplet came up, which was preventing the panels
from starting. I would close the window, but the panels
still wouldn't start. And there was no way to get to a
logoff button. However, I figured out from a generic
login the process that runs the panels, logged in as
myself again, and ran that from a command line, and up
they came. I logged off requesting that the state be
saved, and got back on again without problems.

Sometimes it just takes a little ingenuity to figure
out what's going on under the surface.
