Keith, I think membership would only serve for voting. So one could still partake in any activity of PLUG w/o being a memeber. Also, Im sure at some point some registered memember would make it down to Tucson or vice versa and a key could get signed. The debian team does this and they are far more widespread than a few hundred miles. :) Though I could be wrong on the intention, I am only guessing.
