I'm an RHCE, and the course is excellent.  The exam is hands-on and
written.  The lab portion will demonstrate if you really 'know your stuff'
or not.  Out of the class of 20 or so I was in, I think 4 people actually
got certified (my cohort and I + 2 others).

IMHO, it's a good cert to show you know linux administration/recovery...
just has the RedHat name on it.
