Actually RedHat 7.x uses xinetd

you can edit files in /etc/xinetd.d/

or

you can use chkconfig

try chkconfig -l  (list services)

man chkconfig (commands)

chkconfig --add [service]

chkconfig --levels [2345] [service] on/off

I personally like webmin <http://www.webmin.com>
