I'm sure it's not going to be $172,000,000 every year.  A ton of that is
going to be spend getting everyone going in the first place, setting up
the datacenter and getting a few extra computers.

I would like to point out that, without quantity discounts the
$172,000,000 would buy 286,666 brand new 1ghz athlon system with 128 megs
of ram. Even if there were NO computers in any of the schools that would
buy more than enough computers to go well over their 4:1 ratio their were
talking about spending with a large chunk of it being a re-occuring fee.
