Then if you look at it starting at about page 72, it'll tell you step by step how to add the password entries, allow read/write access and all the rest of the basic stuff to get you going. The short version is, make sure you have the pserver entry in inetd, and have it allowing access to your repository in question, then just make a /repositorylocation/CVSROOT/passwd file (by default it will also use your regular system accounts to authenticate).
