What version of artsd are you running?  Some early versions had the same
behavior.  Try updating the arts packages.

that is one of the first things I tried.
no soap. the sound starts plauing when I log in as a user but then gets
jumpy and finally quits (freezin the entire box when it does). this is 
definitely a lot more complex than a permissions problem.
