Jim is closer to the correct answer. As an NPO, we can accept funds from any source that we raise it from. PLUG cannot because it lacks legal formation. As an NPO, we cannot do certain things that a group like PLUG can, such as lobbying for laws. I believe that was the turning point in having PLUG NPO or an umbrella NPO.
