I usually email the maintainer directly. They are quite personable. If it's just a simple bug report I'm issuing, I'll use the appropriate channels. But many times the maintainers are just admins like myself and appreciate feedback and support. Also, the turn-around time for 80% of the problems I have found and submitted were VERY quick. I have been quite impressed. Obviously the seriousness and complexity of those bugs directly effects the turn-around time so I base my judgements on those factors as well.
