Well, it took a while, but it turns out that the S3 Savage 4 that I had used successfully under Red Hat 6.1 and 6.2 worked because it was supported by XFree86 3.3.6 . However, the card is NOT supported by the newer XFree86 4.0.1 (?) that ships with RH 7.0 . This was not immediately apparent because PnP could name the card, but that didn't mean X had a good driver. This left me with the option of downgrading back to 3.3.6 or getting a compatible video card. Choosing the path of least resistance I downgraded the video card.
