'ssh' is a (set of) command line utilities. It's not a library, so there isn't an API. I am pretty sure that you are thinking of SSL.. which *is* a set of libraries that can be used for encrypted transactions. You will be looking for OpenSSL. You can use it with C, C++, Perl, Python and pretty much everything else.
