If you were to be performing duties on a single machine, it would definitly be reasonable to request a machine that is capable of displaying a lower resolution and using hardware panning (XFree86 does this, I've seen a few Win95/98/NT video card drivers that do it as well). At the end of the month they will knock out the top 5% of the usage recorded and bill you based upon the remaining 95%. What this does is keep you from getting billed for those occasional peaks that don't last very long but use more bandwidth. Burstable bandwidth is a good solution if you're not sure what your sustained usage will be or if your usage is very sporadic. The down side of a burstable T1 is that it will cost you more per MB.
