Covad does not act as the ISP they provision the coppoer and test and install the ciruit. The circuit is then terminated to some ISP (whoever sells the DSL) (i.e ZYON, Phoenix Internet) Covad does, however, rely on the ILEC (U.S. West here) to provision the line to covad's specs, but the customer does not have to do this, it is all taken care of by the ISP that the DSL is purchased from. You as a customer cannot by from Covad, you have to buy from one of their ISP VARs, but that is all you have to do, the rest is taken care of as part of the order.
