\_ change permissions on shutdown to 700.
\_ make sure it is owned by root.

changing perms on init/telinit to 700 couldn't hurt much either.  or
maybe it could?  

How does gnome/gdm manage the reboot from the login screen?  that'd
need to be covered too.
