I'll second a vote for Inkscape, it can certainly do it.  If you want to 
stay within the LibreOffice environment you should use LibreOffice 
Draw.  It will work like you want.
If you want to get into a more professional layout program, check out 
Scribus.

For me, I'd reach for Inkscape first, as I'm most familiar with it. If 
you are more comfortable with office you should go for LibreOffice 
Draw.  It is powerful and will server you well.
