virtually any drawing tool that supports editing images would work. You haven’t mentioned if you need things like rulers, scaling lines (calculations), stuff like that, so … drawing lines is drawing lines. How about an iPad Pro with an Apple Pencil?

You could also load the images into a document and save as a PDF, then annotate the PDF.
