I actually find Google+ to be a good forum for this kind of discussion.
Their hashtag system really lets you just see what you want to, and it'll
search through public posts of people you might not know, so people like me
will typically see this kind of thing even if we're not friends.
I think their algorithm prioritizes people you follow, then goes out to
people you've had contact with inside of gmail, then to friends of friends,
then probably has some sort of scoring system outside that for quality of
posts.
