Unless you are having troubles with the ubuntu supplied version, I would 
just stick with it.  There aren't any new features in the newer version, 
just minor bug fixes that mostly likely won't effect you.

If you really want the latest greatest with new features and everything 
you need to load this PPA:

sudo add-apt-repository ppa:otto-kesselgulasch/gimp-edge
sudo apt-get update && sudo apt-get upgrade

That will give you what will eventually be 2.10 or 3.0 whatever they end 
up deciding to call it.
It's been fairly stable for me, but since it's still under development 
that could change at any time.  I have had versions that refused to open 
and other bugs, but those have been very short lived.  You have to take 
whatever they dish out at this point.
