fragmentation and linux

I remember an east side meeting I went to (or maybe it was you tube) and
this is what I remember....
Windows stores data sequentially like so:
11112222333344445555
and if you were to delete 2 and 5 then you were to save more data it would
be
11116666333344446666
linux scatters the data around your disk like so:
1111000022220000333300004444000055550000
then you delete 2 and five and then write more data it would look like:
11110000000000003333000044440000000000006666

is my understanding of this correct?
