How to resolve "Failed to fetch" problems ...

It's either:
A)  your network isn't working properly
B)  The packages.linuxmint.com repository is down

If it's A, just troubleshoot your network.

If it's B, then you can either wait for it to come back up or add a new
package repository in your /etc/apt/sources.list.d/
and then re-run your command  (be sure to choose a repository you trust)
