First, check the control panel or settings for the display or monitor 
settings to make sure you have the best resolution for your monitors.

Otherwise, almost always, lack of resolution this has to do with the 
video card or the motherboard embedded video chip AND the video card 
driver including the video control software for the video card.  If you 
have a invidia or AMD card, you might be able to get the setup software 
from the mfr site.

on the other hand, VGA, even SVGA I think, has limited resolution 
compared to 1080P HD.  It also depends on your monitor's capability.
