I've already installed it on my local machine. The reason I'm thinking I need a database for each webpage is that I created a link to the webpage's location in /var/www in an experiment to be able to not store the page in /var/www but rather in ~/Documents/<etc> . Then when I went to the admin page it wanted to setup joomla again.

It appears you are thinking a DB is a physical thing like a static webpage.  It is physical in that it resides on your file system, however it is not like a static webpage.



Take a look at these tutorials http://dev.mysql.com/doc/refman/5.6/en/tutorial.html.  They should help you understand the what and how of databases, specifically MySql.



Here is some PHP info on how to work with MySql databases  http://www.php.net/manual/en/set.mysqlinfo.php.

I would recommend understanding the basics before trying to install Joomla on your local LAMP install.

I was thinking..... Do you need to create a new database for every new website? If so I think I need to chown the database or maybe add it to a group.

The user may not have enough privileges to create a database. The required database may need to be created separately before you can install Joomla!.
