Naked PC or laptop

For desktops, there are systems available bare bones and/or complete without O/S on NewEgg, among other places.
Bare Bones (complete except you have to add RAM and Storage, sometimes CPU) usually work well, I've had good experience with the small Zotac mini desktop systems, there are others (e.g. Shuttle), however.

Laptops are harder; I've only ever seen a very few without Windows installed, and aside from the couple of models Dell sells with Ubuntu pre-installed (BTW, those are the same price as the Windows laptops because Dell pays Canonical as much for Ubuntu as they pay MS for Windows), System76 and ZaReason are about the only places I've seen OEM linux laptops.
A lot of the "linux" laptops were purchased OEM (often Lenovo) with Windows installed, then reimaged (Red7 used to do this) with Linux.  That's not what you appear to be looking for.
