pci_set_device_state error

on one machine I am seeing frequent (>1/sec) messages in syslog, messages
and maybe other logs too.  The device referred to is a Linksys PCI wireless
card and a typical message is:

<timestamp> kernel: [nnnn.nnnnnn] phy0 -> rt2500 pci_set_device_state: Error
- Device failed to enter state 1 (-16).

The device seems to still be mostly working (just did system updates
wirelessly and am streaming music ATM).  I can't find any info on that
interface.  I have two questions:

1) What is the state 1 it is being told to enter since it does not seem to
be necessary?
2) How does one interpret the [nnnn.nnnnnn] found in so many logs?  I always
assumed it was seconds and microseconds since some event, but ...

I will probably replace this card since I have a spare so don't anyone spend
a lot of time on this.
