Yes, and on all of the forums, since there were so many problems with those
two providers' private DNS, which was being used to provide traffic shaping
in the way of limiting services by failures in capacity planning,
technically saavy individuals started to use 4.4.4.4 and other alternative
DNS providers.

Some carriers (and private networks [like UAT]) don't allow DNS to traverse
their network at all, as a security and QoS control measure.
