http://www.linuxprinting.org/printer_list.cgi is where you should check. 
It's not in there, so a quick google search for "hp scanjet 3400c linux" 
without the quotes returns

which says, in essence, if you compile all sorts of software that isn't 
in RHL7 (yes it's that old, the post is dated November 2003) it will 
work. So, given that post was six years ago, for six year old software, 
I'd say it will work fine on your machine.
