Forums are far harder to moderate, and moderate such that people don't
feel censored, than an email list.  No one has stepped up to agree to
the time it takes to maintain a forum.

Anyone that wants to can use Google or Yahoo groups and make a
"PLUG-OT" forum.  Just post here twice a month directing people there
and see if anyone takes it up.  Some years ago someone setup a forum
for PLUG on their own site and it lasted about 2 months.  Maybe now
the environment is better for that sort of thing, I don't know.
