Is there a way to change an oocalc horizontal layout to vertical?

No problem, follow these steps:
1) Create a new blank sheet
2) Go to the source sheet
3) Select the block you wish to transpose
4) Edit|Copy
5) Select the new blank sheet
6) Select Cell A1
7) Edit|Paste Special
8) Click the transpose checkbox
9) OK

This will copy your data into a new sheet with columns and rows transposed.
