Have you tried bumping up your rxgain a bit in /etc/zapata.conf abit...just
by a few digits...
This helps in some cases...Depending on what card you
 have you can monitor zttool and see if zaptel is letting go of the line or
if it is asterisk hanging on to the line.
Then at least you would have some more insight on the situation and be able
to debug it better...

I've been playing with Asterisk off and on for a few months, it
interoperates
with POTS just fine with my configuration.  I have found, though, that I
have
trouble detecting when cell phones hang up.  Of course, I have cheap
hardware,
so it's not all that surprising.
