CentOS Plus tends to be the same packages that are in CentOS Base but
done differently - typically different compile options but sometimes
entirely newer versions and thus wholesale replacement of base packages.
One would never enable CentOS Plus repository if they wanted to track
RHEL packages.

For example, CentOS Plus packages...

kernels have appletalk and other modules added that aren't part of RHEL
newer versions of MySQL, PHP, Apache than RHEL
Postfix compiled with mysql
and more

CentOS packages are all compiled by CentOS packagers...none of the
CentOS repositories include packages built by non-CentOS packagers.
