As THE most recent complainer about off topic discussions which I only
participated in to prove a point.  I'd like to say 'nay' to the 'new
list' idea.  There are billions of lists on the Internet.  People who
want more discussion can go there.

As for dealing with the OT-ness of this list.  I don't think WE can.  As
evidenced by the most recent discussion, we often disagree about what is
Off-topic.

But 'I' can deal with the problem as an individual.  Each one of us
individually must decide whether the noise is worth the information.  I
must admit that I often don't read PLUG emails.  This list tends to be
high traffic compared to other lists that I am on.  I'll peruse for
what's interesting that I can help someone with and skip the rest.
Often someone else has already posted helpful information before I get
to it.

Yes some people will push the envelope.  Some will only lurk.  Some will
troll.  and yes, some people will leave.  This is part of the nature of
'freedom'.
