There's no quick way to migrate from one platform to another.
But if you work out a plan it can be done fairly quickly (a few weeks).

I'd use httrack ( http://www.httrack.com/ ) to make a static version of your
website that you can work with as plain html/etc.  I'm not sure what dynamic
feature you need but there are a ton of plugins for Joomla find equivalents
before you start.

Build it offline (JSAS or another linux box) and move it to the real server
when you're done (usually requires a DNS change).  Migrating a joomla site
from one site to another is fairly straight forward as long as you keep
everything in the same place relatively (changes to the configuration.php
typically).
