attemping to set up a LAMP server

1.)I _think_ I got all the mods out, and left them out, with the exception
of the non standard port assignment (using 18080 to get around the ISP
filtering).  I also added a line in httpd.conf :

ServerName urbanexperience.dyndns.org:18080

2.)tells me it's already enabled.
3.)apachectl restart doesn't work, I've been using /etc/init.d/apache2
restart
4.)tail output -

Everything appears to be configured correctly, but attemping to open any php
file within Firefox (on the server itself) just asks if I want to open it
and with what app or if I want to save it.  Opening the file in Nautilus
opens the file as a text file.
